Vegetarian Orange "Chicken"

1 lb. wheat gluten strips or chicken substitute, cut into 1" chunks
3/4 cup flour
1/2 tsp. salt
1/4 tsp. baking powder
3/4 cup water

1/2 cup orange juice, preferable fresh
1 TB soy sauce
3 TB sugar
1 tsp. cornstarch

1 TB oil
2 cloves garlic, minced
1 tsp. ginger, fresh
2 green onions, chopped
4 dried red chilis
2 TB orange peel, white part removed
oil, for deep frying

Heat oil to 375°. Whisk flour, salt, baking powder, and water together to form a batter. Dip gluten pieces in the batter, shaking off excess, and fry in oil until brown and crispy, about 5 minutes. Remove from oil and set aside. Whisk together orange juice, soy, sugar, and cornstarch (until sugar and cornstarch are dissolved) in a bowl and set aside. Heat 1 TB oil in wok and fry garlic, ginger, green onions, chilis, and orange peel over medium-high heat for 1 minute. Reduce heat to medium and add sauce to wok and cook until sauce boils and thickens. Add fried "chicken substitute" back to wok and stir to coat. Serve.
